Repeated scans in one visit are deduplicated. Machines become ineligible ten minutes after their last heartbeat, allowing another eligible machine to take over.
WatchTower does not replace Second Life land permissions. Warn/Kick and Block List enforcement require an online eligible terminal with the land authority needed to eject at that protected location.
